His background includes significant tenures at Barclays Capital and MF Global, alongside his recent foundational work at VARA, where he helped draft licensing frameworks and market conduct policies. Bybit CEO Ben Zhou noted that Loo’s unique perspective—having worked both as a regulator and an industry participant—is essential for the company’s transition from a high-growth exchange to a globally compliant institution.

At Bybit, Loo will oversee the integration of legal and compliance frameworks across multiple jurisdictions. His mandate involves standardizing internal governance and steering the company’s licensing efforts in priority markets. As the crypto industry faces increasing scrutiny, Loo stated that his focus remains on building the structural credibility required to satisfy both institutional participants and global regulators.
