SOVRA Recruits VMware and GovTech Veterans to Lead AI Procurement Push

The dual appointments signal a departure from surface-level AI integration. Instead, the company aims to bake automated intelligence directly into the core of its procurement and contract management workflows. CEO Tom Spengler emphasized that the strategy prioritizes the specific regulatory and transparency requirements of the public sector, moving beyond experimental tools toward practical, government-ready implementations.

Colbert arrives with a track record of guiding SaaS transformations, most recently serving as Platform CTO at Invisible Technologies. His role on the board will focus on steering long-term product strategy. Meanwhile, Kelkar joins from Mavvrik, bringing two decades of experience from OpenGov and other govtech firms. He is tasked with overseeing the engineering roadmap, with a mandate to modernize the platform’s security and scalability as the company scales its AI footprint.
