Cathie Wood’s ARK Invest acquired $9.4 million in Coinbase and Circle shares on August 3, signaling confidence in crypto-linked assets despite ongoing legislative uncertainty. The firm spread its capital across multiple ETFs even as the U.S. Senate continues to weigh the future of the CLARITY Act before its upcoming recess.

The bulk of the investment went toward Coinbase, with ARK snapping up 54,776 shares for approximately $8.02 million across three distinct funds. The ARK Innovation ETF led the buying spree, accounting for 38,761 of those shares. Simultaneously, the firm expanded its position in stablecoin issuer Circle Internet Group, purchasing 23,070 shares valued at roughly $1.39 million to bolster its portfolio.

Market performance for these assets remains volatile. Coinbase shares saw a modest recovery to $149.12, yet they continue to struggle against a significant technical barrier at $156.99. Circle faced sharper pressure, dropping 3.61% on the day of the purchase before attempting a rebound. Technical indicators suggest that while buyers are defending recent price floors, bearish momentum persists for both stocks.

Legislative headwinds further complicate the outlook. Although Senate Majority Leader John Thune identified crypto market structure as a priority, the CLARITY Act has yet to appear on the official floor schedule. With the August recess approaching, the procedural window for a vote is rapidly narrowing. Analysts note that unless cloture is filed immediately, the bill faces an uphill battle to secure passage before lawmakers leave Washington.
