DHS Investigated Minnesota Activist Groups After Fatal Protest Shooting

The probe, initiated by the DHS office in St. Paul, targeted prominent groups including the Sunrise Movement, the AFL-CIO, the SEIU, and the Democratic Socialists of America. Federal investigators sought to determine whether these organizations provided financial support to protesters who opposed Immigration and Customs Enforcement (ICE) operations during winter raids. Government records show the agency labeled these activists as "violent opportunists and agitators."

To build their case, federal agents deployed aggressive tactics, including the use of administrative subpoenas to seize financial records and the infiltration of private meetings at churches and libraries. Undercover operatives monitored Signal chats, recorded license plate numbers, and compiled dossiers on individuals based solely on their criticism of federal immigration policy. Kevin Riach, the attorney who forced the release of these documents, stated that the investigation gathered information on citizens engaged in protected First Amendment activity without any evidence of criminal conduct.

The investigation culminated in the June indictment of 15 organizers, a move US Attorney Daniel Rosen justified by citing National Security Presidential Memorandum 7. This directive, issued last September, authorizes the government to disrupt networks suspected of fomenting political violence. Advocacy group Defending Rights and Dissent characterized the strategy as an invasive attack on political expression, noting that the administration has increasingly weaponized federal resources to target its political adversaries under the guise of combating domestic extremism.
