Civitas Capital Group Files EB-5 Petition for The Lucille Development

Civitas Capital Group has officially filed Form I-956F with federal immigration authorities for The Lucille, a 240-unit multifamily project in Fredericksburg, Texas. This regulatory milestone clears the path for EB-5 investors to participate in the rural-designated development, which is currently slated for a third-quarter 2026 construction start.

The project, located in Gillespie County, benefits from a rural Targeted Employment Area designation. This status allows investors to commit at the reduced $800,000 tier while accessing priority petition processing and a dedicated 20 percent visa set-aside. Jeff Kiser, managing director at Civitas, noted the filing arrives at a critical window for investors aiming to finalize their petitions before the end of the calendar year.

Developed by Parkspring Multifamily with OHT Partners serving as general contractor, the 14.3-acre site will house eight three-story buildings. The development aims to address a significant housing deficit in Fredericksburg, where no new units have been delivered since 2024 and local workforce demand remains high. With a $33.6 million senior construction loan already secured, the firm expects the first residential units to be ready for occupancy by late 2027.
