The 67 million figure, drawn from the National Cryptocurrency Association’s 2026 report, suggests that nearly one in four American adults currently owns digital assets. While the methodology relied on a survey of 10,000 existing holders rather than a general population sample, the data indicates a shift in demographics. Among new adopters who entered the market in 2025 or 2026, women accounted for 42%, up from 34% in earlier cohorts. Furthermore, the report highlights that 90% of holders earn less than $500,000 annually, challenging the perception that crypto remains the exclusive domain of high-net-worth investors.

Garlinghouse’s assertion of mainstream status arrives as Washington navigates a critical legislative bottleneck. The Senate is expected to hold a procedural vote on the CLARITY Act on Sept. 15, a bill intended to delineate oversight between the SEC and the CFTC. However, the path to passage remains narrow as midterm election pressures compress the legislative calendar. Meanwhile, the SEC is pursuing its own regulatory path, recently proposing new registration exemptions for certain investment contracts to allow offerings of up to $75 million annually under specific disclosure conditions. Whether this expanded ownership base translates into tangible political leverage remains the central question facing lawmakers in the coming month.
