While the vote is not a final legislative decision, market participants believe it could signal a shift toward clearer regulatory frameworks for digital asset firms. This potential policy momentum coincides with a period of renewed institutional interest, evidenced by U.S. spot Bitcoin ETFs recording $517 million in net inflows on August 19, the highest daily intake since May.

Beyond immediate legislative catalysts, Armstrong maintains a long-term bullish stance, projecting Bitcoin could reach between $300,000 and $400,000 by 2030. This forecast relies on historical performance trends and the evolving liquidity landscape, despite recent volatility that saw Bitcoin break a long-standing October winning streak in 2025. As the asset trades near $72,660, Coinbase shares have also seen gains, rising roughly 7% to trade near $171.34, reflecting broader market optimism as the industry monitors the Senate's next steps.
