Civitas Funds $104 Million Avon Development to Ease Housing Crunch

A $104 million senior loan from Dallas-based Civitas Capital Group is set to break ground on The Summit, a 164-unit multifamily complex in Avon, Colorado. The project, developed by Grand Peaks, addresses chronic inventory shortages in the Vail Valley while leveraging the rural EB-5 investment program to secure capital.

Situated at 130 West Beaver Creek Boulevard, the development occupies one of the last remaining vacant parcels in Avon’s town center. The site plan includes 144 market-rate units and 20 affordable housing apartments, alongside 5,000 square feet of ground-floor commercial space. Residents will gain proximity to the Beaver Creek Resort gondola and local transit, fulfilling a demand for walkable housing that has persisted in Eagle County for years.

The project carries significant municipal backing, with the Town of Avon contributing $11.84 million in public financing. Construction, led by Shaw Construction, is slated to begin in the third quarter of 2026. This venture marks the sixth rural EB-5 project in Colorado for Civitas, following developments in Aspen, Silverthorne, and Steamboat. By qualifying as a rural Targeted Employment Area, the project allows investors to utilize the $800,000 entry threshold and benefit from priority visa processing.

Grand Peaks executive Donald A. Simpson emphasized that the design prioritizes the workforce, including teachers and hotel staff, who often struggle to find housing near their jobs. The site’s density—rising up to eight stories—is intended to maximize the utility of the 1.5-acre plot. With major employers like Vail Resorts and Vail Health maintaining long-term housing needs for their staff, the developers expect the units to face immediate occupancy demand upon completion.
