South Korea’s National Tax Service is deploying commercial blockchain tracing software to monitor private wallet activity, aiming to close enforcement gaps ahead of a 2027 crypto tax launch. The initiative seeks to capture taxable income that currently evades oversight by bypassing centralized domestic exchanges.

The tax agency confirmed its strategy to lawmaker Kim Sang-hoon, outlining plans to utilize the same sophisticated analysis tools currently employed by police and the U.S. Internal Revenue Service. While the government has established protocols with major local exchanges like Upbit and Bithumb, private wallets remain a blind spot. Officials acknowledge that identifying unreported transactions on self-custody platforms presents significant technical hurdles, making the new software a critical component in maintaining tax compliance.

Starting January 1, 2027, crypto gains exceeding a 2.5 million won deduction will be subject to a 22% combined national and local income tax. The first reporting window opens in May 2028. To track assets held on foreign platforms, Seoul intends to leverage the OECD’s Crypto-Asset Reporting Framework, which facilitates the automatic exchange of transaction data between participating jurisdictions. Despite concerns regarding potential gaps in the reporting timeline, authorities maintain that the 2028 data exchange will sufficiently cover transactions occurring throughout the 2027 tax year.

Legislative friction persists as some members of the People Power Party continue to push for delays or a full repeal, citing fears that the tax could incentivize capital flight to overseas platforms. Regardless of political pushback, the Ministry of Economy and Finance is moving forward with infrastructure, including recent regulatory amendments that mandate stricter monitoring for transfers involving private wallets and foreign exchanges exceeding 10 million won.
