President Xi Jinping responded by urging the bloc to prioritize shared development and reform global governance structures.

The summit serves as a critical checkpoint for the organization to move beyond regional cooperation and toward a more influential role on the world stage. Xi emphasized that the SCO’s resilience stems from its commitment to non-alliance and non-confrontation, a framework that has allowed it to encompass the largest land area and population of any regional entity. To navigate modern geopolitical pressures, he proposed a four-point agenda focused on security, economic development, and people-centered diplomacy.

China pledged to integrate the SCO region into its Belt and Road Initiative and its broader Global Security and Development frameworks. During the subsequent “SCO Plus” session, the focus shifted toward the needs of the Global South. Xi argued that these nations require greater representation in international affairs to counter exceptionalism and the “law of the jungle.” By leveraging its collective strength, the organization aims to move from a regional stabilizer to a primary architect of a more equitable, multipolar international order.
