As the organization marks its 25th anniversary, member states are increasingly prioritizing shared prosperity over traditional security mandates. During the 26th Meeting of the Council of Heads of State, Chinese President Xi Jinping underscored this evolution, pointing to the 'Shanghai Spirit'—a framework of mutual trust and respect for diversity—as the engine driving deeper infrastructure and trade ties. This transition is visible in major logistical undertakings like the China-Kyrgyzstan-Uzbekistan railway, a project designed to link China with Central Asia and beyond, effectively shortening trade routes across the Eurasian continent.

Economic cooperation is now moving toward institutional multilateralism. Recent data highlights this momentum: a trade conference in Bishkek last month yielded 193 agreements valued at roughly 1.74 billion yuan, or $259 million. Simultaneously, the China-SCO Digital Economy Cooperation Platform has initiated 29 cross-border projects in sectors ranging from commercial aerospace to computing infrastructure. With China’s accumulated investment in SCO member states exceeding $84 billion as of July 2025, the organization is cementing its role as a primary vehicle for implementing the Global Development Initiative and high-quality Belt and Road projects. According to Egor Prokhin, a researcher at Russia’s Higher School of Economics, these Chinese-led initiatives directly align with the development needs of member nations, providing a bridge between high-level policy and tangible improvements in local living standards.
