Global Banking Consortium Targets 2027 Stablecoin Launch

Twenty-one major financial institutions, including Bank of America, Citi, and Goldman Sachs, have committed to forming a joint venture to issue a U.S. dollar-denominated stablecoin. The group, spanning four continents, aims to launch the digital asset in the first half of 2027 to facilitate wholesale, institutional, and retail payments.

The project marks a significant shift from exploration to execution. Following an initial 10-bank study announced in October 2025, the consortium has expanded its roster to include key players such as Deutsche Bank, UBS, and Banco Santander. While the venture has yet to disclose its name, governance structure, or the specific blockchain networks it will utilize, the participants intend to integrate their existing distribution networks with standardized compliance and risk-management systems.

Regulators remain a central factor in the group's timeline. The consortium has stated its intent to align with the U.S. GENIUS Act, which mandates one-to-one reserve backing and strict redemption protections, as well as the European Union’s Markets in Crypto-Assets (MiCA) regulation for a planned euro-denominated product. With the Office of the Comptroller of the Currency targeting late 2026 for final rules, the venture faces a narrow window to finalize its technical and legal framework before the projected market entry. The success of the initiative will ultimately depend on its ability to leverage traditional banking infrastructure to compete against established stablecoin issuers like Tether and Circle.
