Negotiations have stalled over contentious issues including decentralized finance protocols, consumer safeguards, and stablecoin rewards. Even if the bill clears the Senate, the legislative calendar creates a significant obstacle. With only four working days scheduled in the House following the cloture vote, lawmakers face a tight deadline to reconcile differences between chambers before the pre-election recess.
