The Financial Conduct Authority has issued final guidance mandating that crypto businesses reassess their operational permissions before the formal application window opens on September 30. With a new regulatory regime taking effect October 25, 2027, firms must navigate a complex transition that rejects automatic carry-over of existing registrations.

The FCA’s latest directive forces a shift in how companies categorize their services, moving away from self-defined business models toward a function-based assessment. This includes activities such as issuing stablecoins, operating trading platforms, and managing custody or staking services. Existing anti-money laundering registrations will be insufficient under the new framework, requiring firms to complete a fresh authorization process to maintain legal standing in the UK market.

David Geale, the FCA’s executive director of consumers, payments and competition, noted that understanding how the regime applies to specific business models is the critical first step for firms. To avoid service disruptions, companies seeking transitional arrangements must submit their applications by February 28, 2027. Missing this deadline could leave firms without the necessary protections or permissions when the full mandate begins later that year.

The regulatory scope extends beyond domestic entities to include overseas firms providing services to UK consumers. For international players, including those already licensed in the United States, FCA approval remains a mandatory, independent hurdle. The UK’s approach contrasts with the current legislative uncertainty in the U.S., offering a fixed timeline that covers everything from capital requirements and asset protection to operational resilience. As the FCA prepares for this rollout, it continues to explore further updates, including potential exemptions for tokenized gold and the integration of digital assets into wholesale financial markets.
