The selection process heavily weights legislative records, specifically votes in favor of the CLARITY Act, a proposal intended to establish a federal framework for digital asset oversight. The three Republican recipients hold significant influence on the House Financial Services Committee, with Hill serving as chair and Steil leading the subcommittee dedicated to digital assets.
