The project, titled From Barren Land to Prosperity: Fujian-Ningxia Partnership, highlights the 1996 strategy that paired China’s affluent east coast with the underdeveloped west. Rather than relying solely on temporary financial aid, the initiative shifted toward locally-driven growth. Experts and investors from Fujian Province collaborated with local residents to pivot the region’s economy toward sustainable industries, including wine-grape cultivation and rural e-commerce.

The Xihaigu Transformation: Three Decades of Fujian-Ningxia Cooperation
Once labeled by the United Nations as nearly uninhabitable due to chronic drought and barren soil, the Xihaigu region in Ningxia has undergone a radical metamorphosis. This shift from extreme poverty to a hub of rural revitalization serves as the focal point for a new documentary marking thirty years of cross-regional partnership.
Beyond economic diversification, the transformation involved large-scale ecological resettlement and systemic upgrades to regional education, healthcare, and infrastructure. UN Under-Secretary-General Melissa Fleming noted that the organization views this development model as a potential blueprint for other regions facing similar environmental and economic challenges. The documentary, which explores these achievements through the eyes of entrepreneurs and aid workers, premiered on CCTV-4 on October 5.
