The BLOOM project—an acronym for Borderless, Liquid, Open, Online, Multi-currency—now functions as a collaborative laboratory for regulators and private payment giants. While Singapore, Malaysia, and Thailand maintain independent supervisory requirements, they are working to establish common technical frameworks for how digital money is accepted and exchanged. Participating firms, including Ripple, Mastercard, Visa, and Nium, are tasked with developing programmable controls that handle identity verification and sanctions screening in real-time.
Leong Sing Chiong, Deputy Managing Director at the Monetary Authority of Singapore, emphasized that the shift toward multiple forms of digital currency necessitates these shared implementation frameworks. Currently, the initiative seeks to reduce the friction of international trade by standardizing contracting and settlement procedures, potentially eliminating the need for banks to negotiate bespoke operating agreements with every individual counterparty.
