The Inland Revenue (Amendment) Bill 2026 aligns the city’s tax regime with international transparency requirements. Under the new rules, exchanges, brokers, and crypto ATM operators must perform rigorous customer due diligence and maintain detailed records of trades involving fiat currencies, crypto-to-crypto swaps, and external wallet transfers. These requirements apply to both fungible and non-fungible assets deemed suitable for investment or payment.
Financial Services and the Treasury Secretary Christopher Hui emphasized that the move is designed to bolster Hong Kong's status as a global financial hub while curbing cross-border tax evasion. The government plans to launch technical guidance to assist firms with the transition. Simultaneously, the city is updating its existing Common Reporting Standard to include central bank digital currencies and electronic money, with those expanded requirements taking effect in 2028 and initial data exchanges scheduled for 2029.
