Bitcoin developers eye BIP-54 as protocol cleanup gains traction

Bitcoin developer Matt Corallo estimates an 80% probability that BIP-54 will become the network’s next soft fork. Dubbed the Great Consensus Cleanup, the proposal targets four long-standing technical vulnerabilities, aiming to harden the blockchain’s infrastructure before developers pivot toward more complex functional upgrades.

The proposal, co-authored by Corallo and Antoine Poinsot, addresses specific consensus weaknesses including the timewarp attack—which allows miners to manipulate timestamps to force difficulty adjustments—and inefficiencies in block validation that can be exploited to slow down network performance. It also resolves Merkle tree ambiguities that threaten lightweight clients and creates stricter requirements for coinbase transactions to prevent future identification conflicts. While the technical specifications are finalized, the upgrade faces no immediate activation timeline. Developer consensus at recent industry events suggests a potential rollout between 2027 and 2028.

Beyond technical remediation, Corallo views the BIP-54 deployment as a crucial test case for the Bitcoin ecosystem’s governance. Disagreements over activation methods have historically hampered the adoption of upgrades like OP_CAT and BIP-119. By successfully navigating the deployment of this maintenance-focused patch, proponents hope to establish a standardized, repeatable process for future soft forks. Critics, including LayerTwo Labs CEO Paul Sztorc, have questioned the focus on maintenance over new features, reflecting a broader tension within the community regarding whether the network should prioritize functional expansion or protocol stability.
