South Korea Launches 20 Trillion Won AI Sovereign Investment Account

South Korea is set to pivot its sovereign wealth strategy by establishing a 20 trillion won investment account dedicated to artificial intelligence and strategic domestic industries. This move marks a historic shift for the Korea Investment Corporation, which will now be permitted to deploy capital into local assets.

The government plans to submit legislative amendments to the National Assembly this August to authorize the new mandate. Once finalized, the fund will begin operations in 2027, drawing capital from public institutions and policy banks. Officials intend for this domestic anchor investor to stabilize markets and attract foreign sovereign wealth funds interested in Korean technology, particularly data centers and semiconductor infrastructure.

This initiative arrives as the Kospi index faces significant volatility, recording a 34% decline in July amid investor anxiety over semiconductor capital expenditures. While the fund aims to bolster national economic security and generate long-term growth, the government emphasized that investment decisions will remain independent of its broader policy objectives. The new vehicle will operate separately from the corporation's existing foreign exchange reserve portfolio, which currently manages approximately $232 billion in assets.

Beyond this sovereign fund, Seoul is aggressively courting global venture capital firms, including Sequoia Capital and Andreessen Horowitz, to deepen ties with the domestic startup ecosystem. Reports suggest these efforts are part of a broader, ambitious push that may include a 200 trillion won National Growth Fund. Analysts note that for these capital injections to yield sustainable results, the government must also address structural hurdles, such as visa policies for foreign specialists and established rules governing mergers and acquisitions.
