The Russian Ministry of Finance has processed its first wave of salary payments via digital rubles, marking a transition for the central bank digital currency from experimental budget trials into the state’s regular payroll system as of October 1.

Participating employees were required to open digital ruble accounts on the Bank of Russia’s platform before receiving their wages. While the ministry confirmed the milestone, it declined to disclose the number of participants or the total monetary value of the processed payments. The transition remains strictly optional, allowing staff to continue utilizing traditional payment methods if they prefer not to manage funds through the central bank’s infrastructure.

This move follows a series of successful pilot programs conducted throughout 2025, during which the Finance Ministry and Federal Treasury utilized nearly 16 million rubles in digital currency to test salaries, stipends, and government contract obligations. Following those trials, federal, state-owned, and autonomous institutions gained broader access to the currency in early 2026. To facilitate the rollout, the Bank of Russia established a temporary fee-free period for payroll transfers that extends through the end of 2026, with a structured tariff of 67 kopecks per instruction set to take effect in January 2027.
